Ask Linda #1154-OB fence falls down

Hi Linda,
An OB 9' high fence has fallen down onto the course. A player’s ball rolls just under the edge of the fence, say 8'-6" from the OB. What are the player’s options?

Dear Lou,

If the fence has fallen down onto the course, it is an obstruction. Assuming it is moveable, the player may lift it off his ball. If the ball moves as a result of lifting the fence, there is no penalty and the ball must be replaced.

If the fence is not moveable, the player must drop the ball within one club-length of the nearest point of relief, no closer to the hole [Rule 24-2b].

If the ball were on top of the fence, the player would have to lift his ball, move the fence, and drop his ball as close as possible on the spot directly under where his ball lay [Rule 24-1a].
