Ask Linda #933-Attending the flagstick

Dear Linda,
In our club we have some questions about "how to attend the flagstick:”
1. May a player request "to attend the flagstick" when playing a ball from outside the green? Or are there only two options: 
- the stick remains without attending or
- the stick has to be removed completely before playing the ball.
2. When a player is putting the ball from just outside the green, is there any penalty when a player (from same team in matchplay) removes the flagstick without request but thinking that his co-player was putting from upon the green ?

Dear Lou,

1. A player may always request that the flagstick be attended. It does not matter whether the ball is on or off the putting green [Rule 17-1].

2. There is no penalty when a player’s partner in match play removes the flagstick. The penalty for removing a flagstick without the player’s prior knowledge or authority is applicable only to an opponent in match play or a fellow competitor in stroke play [Rule 17-2].
